Toggle the cpu frequency on openbsd machines supporting the hw.setperf syctl.

Building:

    runhaskell Setup.lhs configure --prefix=/home/dons
    runhaskell Setup.lhs build
    runhaskell Setup.lhs install

Using:
    cpuperf
