eccrypto-ed25519-bindings: provides "ed25519" API using "eccrypto"

Warnings:
- 'ghc-options: -O2' is rarely needed. Check that it is giving a real benefit and not just imposing longer compile times on your users.
These are bindings providing the functionality of the "ed25519" package using a pure Haskell implementation from the "eccrypto" package.
