entropy: A platform independent entropy source

Warnings:
- 'ghc-options: -O2' is rarely needed. Check that it is giving a real benefit and not just imposing longer compile times on your users.
- 'cc-options: -O[n]' is generally not needed. When building with optimisations Cabal automatically adds '-O2' for C code. Setting it yourself interferes with the --disable-optimization flag.
A mostly platform independent method to obtain cryptographically strong entropy
(RDRAND, urandom, CryptAPI, and patches welcome)
Users looking for cryptographically strong (number-theoretically
sound) PRNGs should see the DRBG
