Generate named effects from a GADT declaration.

decEffectSet :: DecsQ -> DecsQ

Instead of making a type synonym for individual actions, it defines a list of actions.

decEffectSuite :: DecsQ -> DecsQ

Generates type synonyms for the set of actions and also individual actions.
