haddock-library: Library exposing some functionality of Haddock.

Warnings:
- 'ghc-options: -O0' is not needed. Use the --disable-optimization configure flag.
- 'ghc-options: -O2' is rarely needed. Check that it is giving a real benefit and not just imposing longer compile times on your users.
Haddock is a documentation-generation tool for Haskell libraries. These modules expose some functionality of it without pulling in the GHC dependency. Please note that the API is likely to change so specify upper bounds in your project. For interacting with Haddock itself, see the haddock package.
