ixmonad: Embeds effect systems into Haskell using parameteric effect monads

Provides the 'parametric effect monad' structure to Haskell with a number of analogous of familiar monads (Reader, Writer, State, Maybe, Ticks) and a wrapper over normal monads (Control.Effect.Monad).
