ppad-sha256: The SHA-256 and HMAC-SHA256 algorithms

Warnings:
- 'ghc-options: -O2' is rarely needed. Check that it is giving a real benefit and not just imposing longer compile times on your users.
A pure implementation of SHA-256 and HMAC-SHA256 on strict and lazy ByteStrings, as specified by RFC's 6234 and 2104.
