primitive-offset: Types for offsets into unboxed arrays

Warnings:
- 'ghc-options: -O2' is rarely needed. Check that it is giving a real benefit and not just imposing longer compile times on your users.
Pair a typed or untyped primitive array with an offset. This is useful for providing meaningful type signatures when working with the foreign function interface.
